HV Commissioning

Understanding the full commissioning
phase in high voltage networks

Project Experience

HV Commissioning

Commissioning is a critical phase in the construction lifecycle of a High Voltage (HV) Network, serving as the bridge between installation and operational readiness.

SPIE Wind Connect supports clients with a dedicated team of HV commissioning engineers, ensuring the safe, controlled, and efficient energisation of onshore and offshore assets in accordance with industry standards and project timelines.

Why SPIE Wind Connect?

Our High Voltage Management (HVM) teams serve as technical authorities and on-site observers, providing expert oversight during critical commissioning milestones. Each deployment draws on extensive field experience, with our engineers having supported multiple offshore wind projects across the UK, EU, and APAC regions.

Through our global reach, we can rapidly mobilise HV specialists from various operational countries, ensuring access to niche expertise as needed. Post-commissioning, we enable a smooth transition to the Operations & Maintenance (O&M) phase, supporting long-term asset performance without compromising on safety or quality assurance.

Commissioning Framework and Process

The commissioning of a HV Network involves complex coordination between multiple contractors, OEMs, and package-specific systems. Each component must be aligned with a defined sequence of operations, supported by rigorous procedures and verification protocols.

SERVICES Include:
  • HV Safety Rules and associated documentation tailored to regional legislative and operational requirements.
  • Control Room Operations, enabling effective oversight of energisation activities across both onshore and offshore assets.
  • Authorised Persons (APs) ensuring the safe operation and maintenance of electrical systems.
  • Senior Authorised Persons (SAPs) qualified up to 400kV, ensuring compliance, operational control, and a high standard of electrical safety.

This structure facilitates safe system energisation while optimising commissioning timelines and de-risking project delivery.

Key Components of HV Commissioning

Services Include:
  • High Voltage Management:
Implementation of country-specific HV Safety Rules to establish ‘safety from the system’. This is delivered through coordinated HV Control Room operations, whether project-based in the UK or via our regional centres (e.g., Taiwan), providing 24/7 control and surveillance capabilities.
  • Commissioning Oversight & Documentation Management:
Our project management teams oversee contractor installation and commissioning activities, ensuring they meet project specifications and international standards (e.g., IEC, GWO, or DNV). We lead the review, validation, and approval of commissioning documentation, guaranteeing the traceability and completeness required for final project handover and energisation certificates.
